الهدف العام للوظيفةقيادة وتطوير استراتيجية الذكاء الاصطناعي في الوزارة، وتحمّل المسؤولية المؤسسية عن تحقيق القيمة المضافة من خلال توظيف أصول بيانات الوزارة ومنظومة الذكاء الاصطناعي بما يشمل تطبيقات الذكاء الاصطناعي التوليدي، وتحقيق الربط الفعّال بين التوجهات الاستراتيجية للوزارة وتقنيات الذكاء الاصطناعي لقيادة مسيرة تبنّيه في مختلف قطاعاتها، وضمان توافق جميع المبادرات مع المعايير الأخلاقية ومتطلبات الحوكمة بما يعزز كفاءة اتخاذ القرار ويحقق أهداف التحول الذكي.المسؤوليات الرئيسيةإعداد وقيادة استراتيجية الذكاء الاصطناعي للوزارة بما يتوافق مع أهدافها المؤسسية والوطنية، وتطوير نموذج التشغيل اللازم لتنفيذها وقياس أثرها في تحسين الكفاءة واتخاذ القرار.قيادة مبادرات التحول الذكي في الوزارة بما فيها تطبيقات الذكاء الاصطناعي التوليدي، واستثمار أصول البيانات المؤسسية لتحقيق قيمة مضافة قابلة للقياس.ضمان قابلية توسع نماذج الذكاء الاصطناعي وتكاملها مع سير العمل والأنظمة المؤسسية القائمة، مع ضمان جاهزية البيانات لمتطلبات الذكاء الاصطناعي.إنشاء وإدارة أطر حوكمة الذكاء الاصطناعي في الوزارة بما يشمل السياسات والمعايير ونماذج التشغيل، لضمان الاستخدام الأخلاقي والمسؤول وفق المعايير المحلية والدولية.تصميم وتطبيق إطار إدارة مخاطر الذكاء الاصطناعي بما يشمل تصنيف المخاطر وآليات التخفيف والمراقبة المستمرة لحماية الوزارة من الآثار السلبية المحتملة.الإشراف على تقييم واعتماد حالات استخدام الذكاء الاصطناعي وضمان امتثالها لمتطلبات الخصوصية وحماية البيانات والاشتراطات التنظيمية المعتمدة.التنسيق مع قيادات الوحدات والإدارات لتعزيز القدرات الذكية عبر الوزارة، وبناء ثقافة مؤسسية تثق في الذكاء الاصطناعي وتوظّفه بصورة فعّالة.التعاون مع الفرق التقنية لضمان أن البنية التحتية وعمليات تقنية المعلومات وهندسة البرمجيات وإدارة البيانات تدعم تشغيل حلول الذكاء الاصطناعي واستدامتها.متابعة أداء وأثر مبادرات الذكاء الاصطناعي وضمان تحقيق القيمة وفق مؤشرات الأداء الرئيسية المعتمدة، وإعداد التقارير الدورية لقيادة الوزارة.تصميم وتنفيذ برامج التثقيف في الذكاء الاصطناعي وبناء القدرات التقنية لدى منسوبي الوزارة بما يضمن قدرتهم على التعامل مع أدواته وتطبيقاته بفاعلية.التواصل مع الجهات التنظيمية والشركاء الخارجيين والهيئات المعنية في شأن حوكمة الذكاء الاصطناعي واستراتيجيته.الإسهام في إعداد الخطط التشغيلية السنوية للقسم ومتابعة تنفيذها وضمان توافقها مع أولويات الوزارة الاستراتيجية.تنفيذ أي مهام أخرى يكلف بها مدير الإدارة في نطاق اختصاصه.المؤهلات والخبرةدكتوراه - إحصاء / رياضيات تطبيقية / اقتصاد / علوم الحاسب / هندسة أو ما يعادلها (بدون خبرة)ماجستير - الذكاء الاصطناعي / علوم البيانات / علوم الحاسب / هندسة أو ما يعادلها (3 سنوات)بكالوريوس - علوم الحاسب / هندسة الحاسوب / هندسة البرمجيات / نظم المعلومات أو ما يعادلها (7 سنوات)الشهادات المهنيةشهادة مهنية معتمدة في الذكاء الاصطناعي وتعلم الآلة مثل Google Professional ML Engineer / AWS ML Specialty / Azure AI Engineer Associateشهادة في الذكاء الاصطناعي التوليدي ونماذج اللغة الكبيرة مثل LLMs DeepLearning.AI Generative AI Specializationشهادة في حوكمة الذكاء الاصطناعي وأخلاقياته مثل IAPP AI Governance Professional / ISO 42001 Lead Implementerشهادة في علم البيانات وتحليل البيانات المتقدمة مثل IBM Data Science Professional / Databricks ML Associateشهادة في تشغيل نماذج الذكاء الاصطناعي وعملياته مثل MLflow MLOps Certified / Kubeflow Practitionerشهادة في إدارة المشاريع والتحول الرقمي أو ما يعادله ا PMP / PRINCE2 / SAFeشهادة في إدارة البيانات وهندستها أو ما يعادلها (CDMP)دورة في استراتيجية الذكاء الاصطناعي وتطبيقاته في القطاع الحكوميدورة في أخلاقيات الذكاء الاصطناعي والاستخدام المسؤول ومعالجة التحيز والشفافيةدورة في قيادة التغيير وإدارة التحول المؤسسي باستخدام تقنيات الذكاء الاصطناعيدورة في هندسة الطلبات وتطبيقات النماذج اللغوية الكبيرة (Prompt Engineering)Job PurposeLead and develop the Ministry's Artificial Intelligence (AI) strategy and assume enterprise-wide responsibility for delivering measurable value through the effective utilization of the Ministry's data assets and AI ecosystem, including Generative AI applications. The role ensures the alignment of AI technologies with the Ministry's strategic objectives, drives AI adoption across all sectors, and ensures that all AI initiatives comply with ethical standards and governance requirements, thereby enhancing decision-making efficiency and achieving the Ministry's smart transformation goals.Key ResponsibilitiesDevelop and lead the Ministry's AI strategy in alignment with its organizational and national objectives, including designing the operating model required for implementation and measuring its impact on operational efficiency and decision-making.Lead smart transformation initiatives across the Ministry, including Generative AI applications, while leveraging enterprise data assets to create measurable business value.Ensure AI models are scalable and seamlessly integrated with existing enterprise systems and business processes, while ensuring data readiness for AI implementation.Establish and manage the Ministry's AI governance framework, including policies, standards, and operating models, to ensure ethical and responsible AI usage in accordance with local and international standards.Design and implement an AI risk management framework, including risk classification, mitigation mechanisms, and continuous monitoring to protect the Ministry from potential adverse impacts.Oversee the evaluation and approval of AI use cases, ensuring compliance with privacy, data protection, and applicable regulatory requirements.Coordinate with business unit and departmental leaders to strengthen AI capabilities across the Ministry and foster an organizational culture that trusts and effectively utilizes AI.Collaborate with technical teams to ensure that IT infrastructure, software engineering practices, and data management capabilities support the deployment, operation, and sustainability of AI solutions.Monitor the performance and impact of AI initiatives, ensuring value realization against approved Key Performance Indicators (KPIs), and prepare periodic reports for the Ministry's leadership.Design and implement AI awareness and capability-building programs to enhance employees' technical skills and effective use of AI tools and applications.Liaise with regulatory authorities, external partners, and relevant organizations on AI governance, strategy, and compliance matters.Contribute to the preparation of the department's annual operational plans, monitor their implementation, and ensure alignment with the Ministry's strategic priorities.Perform any other duties assigned by the Department Director within the scope of the role.Qualifications & ExperiencePhD in Statistics, Applied Mathematics, Economics, Computer Science, Engineering, or a related field (no experience required).Master's Degree in Artificial Intelligence, Data Science, Computer Science, Engineering, or a related field (minimum 3 years of experience).Bachelor's Degree in Computer Science, Computer Engineering, Software Engineering, Information Systems, or a related field (minimum 7 years of experience).Professional CertificationsProfessional certification in Artificial Intelligence and Machine Learning, such as Google Professional Machine Learning Engineer, AWS Machine Learning Specialty, or Microsoft Azure AI Engineer Associate.Certification in Generative AI and Large Language Models (LLMs), such as the DeepLearning.AI Generative AI Specialization.Certification in AI Governance and Ethics, such as IAPP AI Governance Professional (AIGP) or ISO/IEC 42001 Lead Implementer.Certification in Data Science and Advanced Data Analytics, such as IBM Data Science Professional Certificate or Databricks Machine Learning Associate.Certification in AI Operations (MLOps), such as MLflow MLOps Certified or Kubeflow Practitioner.Certification in Project Management and Digital Transformation, such as PMP, PRINCE2, or SAFe.Certification in Data Management and Data Engineering, such as Certified Data Management Professional (CDMP).Training course in AI Strategy and its applications in the government sector.Training course in AI Ethics, Responsible AI, Bias Mitigation, and Transparency.Training course in Change Leadership and Enterprise Transformation using AI technologies.Training course in Prompt Engineering and Large Language Model (LLM) applications.
